The Opinions is China's first guideline for large-scale energy storage technology and industrial development, and the issuing agency covers all top-level government agencies related to energy storage. The Opinions set a two-step strategic goal for the development of energy storage technology in the next 10 years: conduct preliminary commercialization during the 13th Five-Year Plan period, build a number of pilot demonstration projects with different technology types and application scenarios, and explore scalable business models; During the 14th five-year Plan period, large-scale development of the energy storage industry was realized, promoting the development of energy storage in the energy revolution and the energy Internet.
We will promote research, development and demonstration of energy storage technologies, and promote the use of all-vanadium liquid-flow batteries and lead-carbon batteries for energy storage
The Opinions specify the public relations, demonstration, promotion and application of energy storage technology. The research and development focuses on pumped storage, compressed air, chemical power storage, high-temperature superconducting magnetic energy storage, etc. The experimental demonstration focuses on 10MW/1000MWh air pressure, flywheel, lithium electricity, lava, capacitor energy storage system, and the promotion focuses on 100MW all-vanadium liquid-flow battery energy storage power station, high-performance lead-carbon capacitor battery energy storage system, etc.
We will promote the common development of energy storage and renewable energy, and expand the use of electric vehicle battery resources
The Guidelines encourage renewable energy stations to configure energy storage systems to form a "consortium" to store electricity, heat, hydrogen and other forms of energy storage. Power grids should treat them as power plants and explore ways to compensate the consortium. We will encourage the construction of distributed energy storage and large-scale power stations
