National Energy Administration: A market mechanism for auxiliary power services will be basically established nationwide by the end of 2020

National Energy Administration at a regular press conference on January 28, market supervision deputy director Chen tao said at the meeting, will continue to guide the local agency, in accordance with the "perfect compensation (market) mechanism of power auxiliary service work plan about requirements, further expanding the scope of the power auxiliary service to participate in the main body, further strengthen power auxiliary service compensation (market), to further promote the compensation mechanism transformation and upgrading of market competition mechanism, and continuously perfect compensation mechanism of power auxiliary service, by the end of 2020 in the establishment of a nationwide basic power auxiliary service market mechanism.

I. Related work of power auxiliary service

It is one of the important tasks of the National Energy Administration to deepen the reform of the electric power system and promote the construction of the electric power market to constantly improve the compensation mechanism of the electric power auxiliary service and continuously promote the construction of the electric power market.

In recent years, China's electric power industry, especially clean energy power, has developed rapidly, the power supply structure and grid structure have undergone major changes, the system scale continues to expand, the complexity of system operation management has increased greatly, and higher requirements have been put forward for the safe and stable operation of the system.

At the same time, China's power supply capacity is generally loose, wind abandoning, light abandoning, water abandoning and system peak adjustment in local areas, and electrothermal contradiction in heating season in northern regions are prominent, so it is increasingly necessary to establish a market mechanism for auxiliary power services, and the compensation mechanism needs to be further improved.

The National Energy Administration and its agencies have studied and launched auxiliary power service markets in 14 regions, taking into account the actual situation of electricity market construction, and established and constantly improved the compensation mechanism for auxiliary power service in the whole country (except Tibet).
