The National Energy Administration recently issued the Guidance on the Implementation of the 13th Five-Year Plan for Renewable Energy Development (No. 31 [2017] of The National Energy Development And New Energy Administration, hereinafter referred to as the Guidance), which specifies the scale of renewable energy development during the 13th Five-Year Plan period. Specifically, by 2020, Shandong plans to connect wind power with a grid of 12 million kilowatts, photovoltaic power with a grid of 10 million kilowatts, and biomass power with an installed capacity of 2.24 million kilowatts.
According to the scale of renewable energy power generation projects and construction issued by the state during the 13th Five-Year Plan period, combined with the development plan of energy, new energy and renewable energy of the whole province, the province will determine the overall development goals and project layout of new energy and renewable energy in the 13th Five-Year Plan period.
Further improve wind power project construction management
The wind power shall be subject to the construction plan formulated by the state according to the total amount control and the annual development guidance scale management, and the provincial development and reform departments shall formulate the annual construction implementation plan of wind power. Each city shall strictly examine and verify the construction conditions for the projects to be included in the annual construction implementation plan from the aspects of wind resource exploration and evaluation, land pre-examination, planning and site selection, environmental impact assessment, power delivery and consumption market, etc.; Project units that have been included in the annual construction implementation plan should be urged to promptly implement the conditions for starting construction, actively promote project construction, and ensure that the projects are put into operation on schedule. Considering the development layout of other industries in our province in the future, as well as the fact that there are more basic farmland and more densely distributed villages in the plain area, in principle, our province will not arrange the construction scale of wind power projects that occupy basic farmland and need to adjust the land planning in the future.
We will further strengthen the management of photovoltaic power generation projects
Photovoltaic power generation is mainly managed in a way of competitive allocation and independent market. For centralized photovoltaic power stations, conditions such as technological progress, market absorption and subsidy reduction shall be set, and construction shall be organized after the construction scale is obtained through competitive allocation. Photovoltaic power generation projects constructed with fixed roofs, walls and attached places of buildings, and all ground photovoltaic power station projects for self-use, do not limit the scale of construction, and the market subject will build independently in accordance with technical conditions and market rules. The photovoltaic poverty alleviation project will be timely arranged according to the needs of the poverty alleviation task of our province, and the national benchmark on-grid electricity price will be implemented.
