The national Development and Reform Commission has approved and implemented the electricity transmission and distribution tariff standards for 11 provincial power grids in Anhui, Hubei, Beijing and Northern Hebei, the State Grid said Wednesday. Transmission and distribution prices are equivalent to the "freight" of electricity. For a long time, the profit model of power grid enterprises mainly relies on buying power at a low price and selling power at a high price to "eat the price difference", and the transmission and distribution price in the intermediate link does not need to be separately assessed.
In 2015, the "Opinions on Further Deepening the Reform of the Electric Power System" defined the general principle of "controlling the middle and releasing both ends", and required for the first time to supervise the total income of "middle" power grid enterprises. The Provincial Grid Power Transmission and Distribution Price Pricing Method (Trial), issued in January this year, defines the independent power transmission and distribution price system for the first time, proposes to calculate the power transmission and distribution cost according to assets and actual operation and maintenance, and establish the incentive mechanism of "permitted cost plus reasonable income".
"According to the supervision and pricing method, only the compliant costs directly related to transmission and distribution can enter the accounting, which will undoubtedly bring all-round pressure to grid enterprises, but at the same time will encourage enterprises to optimize investment and improve efficiency so as to ensure profits." "Electricity transmission and distribution price reform is the main measure to control the middle," said Lu Dong, director of the pricing department of the State Grid Corporation of China's finance Department.
